Unless you put the wheel into another layer, I don't see how that's possible because it tries to add the blur to the whole picture, not just the wheel.
Make sure the wheel is selected. You can do this with the intelligent edge fitting selection tool (Scissors), or with the ellipse selection tool.

No, the background is not custom. Changing the center wouldn't help, because I wanted to make the tread on the wheels spin as well. That means the selection wasn't even close to round. I also tried to take the top off, but it got too complicated.

Remember you can use the scissor tool to select non-perfect-ellipse wheels

So, I quickly Gimpified this car, and this is what it came out as (with signature (no not real) to make it look better! )

For some reason the scissors don't work, I complete the selection (I can drag around the whole selection and everything) but it doesn't make the selection.
EDIT: I'm loling now, now that I read the "GIMP tutorial" thread.

I like it
It would look nice with a bit of a tint though I think
Duplicate the layer, then choose colorize from the Colors menu. Choose a slightly unsaturated, orangey or blueish hue. Then change the opacity of the tinted layer to change the strength of the tint on the original image

i just used freeform select and a steady hand.
Note that some body work is in the way of the wheel, which means the scissors tool don't work in this case.

Ok.
Choose Filter > Render > Clouds > Fog
Change the fog colour to a light grey. Other settings, keep default.
Click OK.
Now use the eraser tool to remove the fog where it's not needed, then you may choose to gaussian blur the cloud in order to make it look like water spray, or a smoother smoke.

I added a bit to that, by using the opacity setting on the eraser to make some of it smoother then Gaussian blurred it. But the result is pretty much the same, pretty epic looking smoke. And the final result:
