I dislike him because he was obviously put together by a record label (after discovering his YouTube and seeing he was an attractive teen male) to be entirely marketable to a teenage girl fanbase, not because he has talent.
That's the state pretty much all Pop Music is/was in and always will be, though, so I guess to each their own.

And he actually was, he posted a YouTube video and a record label guy thought he was good. Then he gave him autotune and he's not good anymore (I've been told that he was good without it but I didn't listen to it since I don't even know what it's called).

I couldn't actually judge his intonation on songs written for him because I had like nothing to compare it to

When I first heard baby, I was very disappointed. His voice didn't sound very good, and LUDACRIS rapped on it. Now, I like him, but I was like "How could he rap with this dude? Doesn't he know this song is HORRIBLE?" So yeah, I thought he wouldn't last long in the music industry. How wrong I was. How wrong I was...

I watched him get the most viewed (and disliked) Youtube video of all time, an enormous amount of fangirls, and his music increasing in quality. I had to admit, Never say Never was better than Baby.

Now, his music quality hasn't increased much. His lyrics are pretty pointless, but I have to admit, his song beats are pretty cool. But those Ms. Bieber fangirls are just plain annoying.
Justin's still annoying at times, however.

no, he's a recurring pop phenomena that the record label will keep regurgitating until he gets too old (probably mid 20s)

I very much dislike him, but I have the same opinion about most pop singers. (I won't say musician, nor artist) As soup said, he was put together, and he's just a very generic singer. People love him not for music, mainly, but physical features. Of course, his music is very bland, and you trick yourself into enjoying it, but the main reason is the looks, and the peer pressure. I absolutely abhor the idea that the music industry is impressing upon people, which is that in music, looks have surpassed actual music in matter of importance. So you see, I can not and will not enjoy Justin Beiber, although I respect how you can take someone's opinion about him maturely. (There are some people here who are incredibly intolerant of a difference of musical opinion)
