Are buttons disappearing?

i was looking at my stuff page and i saw that the "close account button was missing. does this have something to do with turning into a "scratcher"?

I think that it does have something to do with becoming a scratcher because I've never seen that button when I was a scratcher.

I think it dissapears when you upload one (1) project.
