Scratch is already going to be updated to 2.0 by the end of the year, so you're suggestion is already happening.

But how can we downgrade?

The ST won't. I'm just guessing that lewis2470 included 1.3 because (s)he didn't know what version of Scratch there was, or that 1.3 was a typo.

But then why would this be in Suggestions? If lewis2470 was talking about a project, then this should have been in Project Ideas, but we'll never be 100% sure till lewis2470 tells us what (s)he meant.

If you're talking about the next version of the PROGRAM, I'm guessing there will be bug fixes. But what do you mean by 'update levels?'

You can already update them. Just change what you want in the project and upload it with the same name as the one you want to update.

That's what I said!
But (s)he doesn't know
