I'm pretty sure you're right, that's where all deleted topics go. The ST doesn't want to get rid of it permanently, in case they could refer to it if a similar problem arises. So they are removed from view, and put in the dustbin. I am 75% sure I'm right about that, so another opinion would still be helpful.

Nope. These forums, I'm sure, use FluxBB, and I've used it before, so I know there's a way to block a certain user group from even viewing the forum. So even if a moderator linked to it (Doubt they would, this is just an example. ). If you clicked it, you'd get some kind of error.

Yep - most of the people on this thread are right. The dustbin is just a forum we moderators use to move topics or posts to if there is inappropriate or questionable content. This way if there's a thread that we decide doesn't have to be removed after all, we can just move it back.
