It was removed because of moderation difficulty, and it's a kind of pointless forum. There are already 2 misc forums. So it's probably not coming back.

I disagree, because I can't think of any non-pointless topics that are related in some way (through creativity and inspiration) to the core values of Scratch and its community.

The scratch team removed It for safety reasons. It would completely defeat the purpose of removing It If you just brought It back. Besides, if it dosent fIt the requirements for the forums, should you really be posting it anyways?
