Scratch Sides
It would be cool if you could re-arrange the parts of the Scratch interface by dragging them.
so you could have stuff like
Blocks-Code-Stage
or Code-Stage-Blocks
or Stage-Blocks-Code
or even more!
That would appeal to new scratchers that want to have their own look on Scratch!
Also, as MrFlash67 said, there would be a reset panes button so other scratchers could tell new scratchers.
But what kaybee said: "Well then there could be a title on the top of each pane, labeled big and bold SPRITES" that's a good idea too.

I get the reasoning behind this suggestion, but what if people forget how it is? What if an NS wants to know 'where do i find the sprites pane?' and the person responding has it in a completely different place than him/her?

this is a good idea, but i don't know how possible it would be given the imminent release of scratch 2.0

This will be quite nice. If any of you have Photoshop, it could be like that. In Photoshop, you could customize and save what your workspace is like and how it looks.
