I've noticed lately that there's been people who would upload chains upon chains of remixes of a single project all at once, which basically renders the "newest projects" feature of the site useless... So, I propose for a waiting time to be set between uploading projects to stop these heaps of the same projects. :3
Any support/comments/criticisms for the idea are welcome.

I don't support. One time, I had written a lot of projects and not had the chance to upload them. So, once I was able, I uploaded them all at once. So, for people like me, that would just be annoying.
Also, hardly anyone really uses the newest projects feature anyway, so that doesn't make a big difference.
And, this whole site is built around remixing! This is discouraging it!
Another kind of ironic thing about this is that you are a "new scratcher" on these forums, so you have to wait more time between posts. Most new scratchers want to get rid of that, but you seem to be for it.

Haha, yes, I do. I am new to Scratch, yes, but I've been members of many other forums before, and one of the things I hate the most was/is spamming. As for the fact that no one really uses the newest projects feature... well, that's too bad. I think it's a great way for people to discover other scratchers. :3

Well, the nice part about Scratch is that most of the time, if a project is spam, nobody will see it. For a project to be seen, people have to talk about it somehow, and if it's a spam project, nobody will care, and people will just move on with life and ignore it.
I usually discover other Scratchers by helping people on the forums (especially advanced topics), but if you want to use the newest projects, I would suggest looking for new projects of a specific tag (e.g. if you like games, look for projects under http://scratch.mit.edu/tags/view/game/creation). Most of the time, spam projects don't have any tags in them, so that solution should work. Also, the spam thing (and occasionally inappropriate projects) is why the newest projects only show for users that are logged in.

Well, some people like to see what's new on the Scratch website; having a Newest Projects channel helps some Scratchers keep tabs on what's fresh.

I like to see what's new, that way you see a lot of cool projects that don't get top loved, top viewed, or anyting, but you saw it cause you looked through the what's new section. You should try it sometime!

Urm. I do look through the newest projects section, and I find it very helpful. :3 But, as I stated above, My complaint here is that the feature has become very ineffective because of the heaps of remixes of the same project that people are uploading, which is why I proposed a wait time between projects... xP

Scratch should just have a 5-minute or so wait before allowing uploading another project. It'd be nice to prevent people from uploading a ton of projects all at once...

I'm neutral to this... I do get the point and I like the idea to stop spam. Even though Scratch is about remixing, some chains of projects are rather spam. If you remix sth it should be improved, but some projects seem to be made half-heartedly. But on the other hand people who can't always access the internet might have problems with a rule like that. Some might also have problems re-uploading stuff.
The idea is not all bad I think (so theres really no getting harsh, making it seem like: "Your idea s- uhm is very bad anyways"! good critism is met to be more or less factual, not halfway sarcastic and insulting -.-). Still its adverse as well as helpful.

Perhaps introduce a similar system to "New Scratcher" v.s. "Scratcher", and only limit uploads for newer members that has not proved themselves? I understand why this would be an inconvenience for certain people, but I just really want to see the "New Projects" feature prove itself useful for once. D:
