Photobucket works for hosting images.
Paint.NET is good for image editing. They are both free, and easy to use.

Photobucket or Tinypic for hosting. I usually use a combination of Inkscape, Paint.NET, and GIMP (All free!) to make my sigs, and practically everything else.  smile

I use programs like TF2 to make my sigs. Add a few effects in paint.net and gimp, and you have a nice sig. I don't have one now, but look at BLU_spy's sig and see something similar.

I've never made a banner, but I use Imgur to store my banner. It's free and requires no registration.

This sig I actually made in Scratch's Paint Editor. Lol. I'd recommend Paint.NET or GIMP if you want to make high-quality, anti-aliased images. TinyPic is a great host.
