I'm not familiar with Gimp, but I do know that 99.99% of all photo editors/creators allow you to export so:
You'll want to export the image you've created/modified in a Scratch-supported image file. (PNGs are the best!) And then import the image by clicking the star with a folder button in Scratch and double clicking the file when you find it.

I prefer going to paint new sprite and then importing it into the canvas, because then it automatically centers the sprite when you click OK, but maybe that's just me
Also you can't really call it a photo editor if it doesn't export so make that 100% :p

Well some editors only export to some graphic files, and those files are useless in Scratch.
