Can a project be featured if it contains music downloaded from iTunes?

I'm just a bit confused about what the rules are for music in featured projects. Also, would music from websites like Newgrounds or Jamendo work? Thanks!

If the music is appropriate and the project's author credits the song-creator, then yes.

It has to follow the community guidelines, and I believe (As stated above, by Steve.) that you have to give credit to the maker of the song. Other than that, I'm sure you can, but I'm not quite sure.
