i've been heard many people post spam links on other projects, and they should add a moderate comment setting.. the project owners reviews the comments when its yes, it visble. when it pushes no, it wont show up.
when someone has the moderate setting on. everytime you leave a comment on the current project moderated. it will say will be visible by owner.

Do you mean that if the "moderate" setting is turned on that only the owner can view the replies? Well if this is the case, then I don't support because clarity is a huge part of Scratch, so if there are comments on a project, people should be able to see those comments. The only reason, I think, why there even is a disable comments option is because some people intentionally don't want new comments on their projects.

This could be abused by people only allowing positive feedback and ignoring the negative :S Comments should be free IMO.

Most people (unless they have it set not to) get notification when they get a comment. If it is spam, they have a good way to get rid of it - flagging.
