Reporting:
I think that a report in the forums should make that forum topic or post go red. Anyone who tries to respond won't be able to until the Scratch Team approves it. There are pros and cons, just like every other suggestion:
Pros;
Would be great on topics that are innappropriate.
Cons:
Would be very hard on mods.

No, they couldn't. The Scratch Team views it, and decides if it is good for the scratch community. Then they shut down the discussion or the post. Depends on if it is at the top of the topic. The topic would show red and no one would be able to post or quote, depending on well the top of the topic, until the scratch team views it and tells if it is bad or good for the community...
