I would think so, although I'm not sure. It'd probably be difficult to run as well (requiring Django and Python) but I'm not sure.

Why do they always require these weird libraries? Why can't they just use standard PHP?

This one isn't even written in PHP at all. And they're using Django and Cake because they're good frameworks, and memcached is used just because it's a lot faster.
