There is a flagging rule on Newgrounds and maybe we could incorporate that rule onto Scratch. Basically, the rule prevents people from randomly flagging projects that are not actually inappropriate. So whenever you flag something that has nothing wrong to it, the Scratch team may lower your whistle status by giving you a point. Every Scratcher starts with a Normal Whistle, and every time the Scratch team lowers your whistle status, you would have more and more restrictions to flagging, like 1 flag every day, every month, etc. Once you have 1 point, you could continue digging yourself a deeper hole, or you could flag the really inappropriate things to return to your normal status. The Scratch team may adjust the rules as freely as they want, and they will always have the regular whistle. If you don't understand this concept or have any questions, feel free the reply. Make sure the flagging rules are relatively lenient, ex. Some people may consider some things inappropriate, while others may think they aren't.

Yes.
Maybe in addition to restrictions, we can have something like this:
0 Whistles = 1 flag
1 Whs. = .5 flag
2 Whs. = .25 flag
3 Whs. = .125 flag
And a project would need 1.0 flags to be hidden (though maybe will still be reported to the ST (or maybe report if the project has 0.5 or more flags)). So if someone with 1 whistle flagged, the project would need another .5 flags to be hidden.

I don't really like the idea of restricting the ability to flag because of bad flagging history - what if someone had a bad flagging history but them comes across a really bad project that needs to be removed quickly but is unable to do so because they used up all their flags for that particular week or month?

Yes, but it would be useful to know how many times you have already incorrectly flagged something. Besides, I never said that people that have a low reputation of flagging doesn't mean that they can't flag. And I'm pretty sure if there is an inappropriate project, somebody else probably could see it.

I don't understand the usefulness of a counter: If a person got a notification, it's pretty good to assume it's a case of bad flagging count 1. If the bad flagging occurs more than once then either the user doesn't understand the flag system or is abusing it (with usually results in a block until they get in contact with the Scratch Team to discuss the situation, a system more effective than Scratchers trying to determine which is a bad flag or not from a point counting system).

Isn't that a flagging restriction?
Besides, it doesn't really matter who is flagging a really bad project so long as the project gets flagged - and the sooner a really bad project gets flagged, the faster it gets taken down. There's no need to wait for someone to flag it.
