this isn't a glitch but more a matter of user-friendliness
if you export a list and erase the file extension ".txt" when you name the text file, the list is saved without a file extension. this will probably confuse users unfamiliar with file extensions.

also im assuming that it is scratch's fault because the export window seems to be a part of the Scratch program and not the computer
besides if you erase the .bmp file extension in mspaint it still saves your image as a .bmp, so I assume this can be changed for scratch as well

Just tried it out.
Yes indeed, if you delete the file extension it will not save as a .txt, although you can still open it in Notepad like any other exported list. And if you change the extension back manually Scratch will still read it just fine.

It actually seems like a bug. When exporting images, it doesn't require an extension. However, the team isn't working on any updates to 1.4 anymore, with 2.0 only a few months away. (It better be!)
