It would be tricky to make, but I haven't seen any paint-bucket tools (like the one in the Scratch paint editor)...

Stroke? I like that name, for some reason.
And maybe a shape drawer, like berberberber's. And a color picker. And a size option. With pre-drawn coloring pages as an option.
