New section for forums

There should be a section in the forums for the scratch website. Not advertising projects, but talking about problems, projects, solutions, or just to talk about new things on the website or how to navigate it.

Do we really need it? The whole forums themselves are dedicated to both the website and the program, so I'm not too partial to this idea.

But with this section in the forums people won't akwardly put things about the website in random places.

I've taken a long hiatus, but I still visit sometimes. Give me some time to answer any messages you post on my projects!
