Choose a sprite, and find the tab that says "Sounds"; click on that. Now, look just underneath the tab and click the button that says "Import" or "Import New Sound". Select a file, and, you're done!

Hello, tbfg32, and welcome to Scratch!
It's really simple to import your mp3 to Scratch, all you need to do is choose what sprite you want to import it to (Or background, works the same way.) and then click the "sounds tab", and there will be a handy "import" button. Just click it, and find the mp3 file in your computer.

I've got a question for you, its not about you but its about scratch: On the operator selections, one of them is something=something. I've seen scratchers put 'if a variable=1 then show, if variable=0 then hide'. My question is what does the zero and the 1 mean?

they just chose two random numbers to represent two choices. you could chose anything else really, like 7, 9, or even words like cucumber or pillow. the point is its like a light switch - it has an "on" and an "off". the variable is used to make sure you can only turn it on when it is off and vice versa.
now that thats cleared up, in the future please post an entirely new topic if you want to know something, that question has nothing to do with this one and generally we dont like that on the forums.

If it's a youtube video, then go to www.listentoyoutube.com and you can convert the soundtrack of any youtube file into an mp3.
