You can't sticky a topic unless you are a Forum Moderator or above.
ScratchRs and Scratch Team are the people that helped make Scratch, and they have the abilities as a forum moderator, a forum moderator are people who watch over the forums and keep it safe from strange people. They can move, stick, and delete topics in the forums. Hope this helps.
