(Why) Is this supposed to happen?
When you upload a project, remove it, then reupload it, it goes to the same place in the userpage, with the same tags as it had before it was deleted.
Is this supposed to happen, and if so, what is its purpose?

its supposed to happen I think. I use it to delete projects temporarily, and retail all the stats.

Hmm... Alright. The project I saw this on was Awesome Binary Thing (although its not that awesome now that I look at it).
And yes, the 180 second rule is annoying. We need to have some sort of thing in which if enough people think a scratcher is nice or whatever (mainly not spamming), they can manualy be set to a scratcher.
