I have an IDEA. Multiple Suggestions.
How about a block where it opens up the block creator?
And I think they should Improve the paint editor, in 2.0, because it's kind-of boring. Really cool, like these forums. Better design, better everything. They should put more shapes. I sometimes want it to cover the whole program.
They should also put better colors, a lot of colors, in fact.
And I think the design of the blocks to be a lot more graphical.

1. Maybe but that might overcomplicate things for beginners.
2. Yes, I agree, I think it should be rather similar to MS Paint, where you can draw curves, polygons and make rounded and transparent selections.
3. You can choose all the colours from the colour wheel, so that already exists. But they could make it better by letting you set the RGB values individually. Again, I like the selector in MS Paint, it's simple yet easy to use.
4. I quite like the current ones, I think it would be nice to keep some identity from Scratch 1.4. What exactly do you mean by "graphical"?

I support the "better colors" idea, I see no reason to restrict us to only lightness and hue. I want saturation too!

You know, like Panther, where you can set the quality of the blocks to medium, high, low.
I think the design of Scratch 2.0 SHOULD be all artistic.
