Scratch isn't an adoptables site, it's a programming language and program sharing website. You program games, animations, or simulations and share them on the website. It's kinda like deviantArt, but for online apps only.

Well, I've seen some Scratchers create a series of characters - and they then costume design individuals for people to "adopt". Maybe that's what the question is here? As far as I know, you would ask the person that created the characters and they would make one in a project for you. You could then download it and use it to make new projects with your adopted character.
Probably you can get a more accurate answer by leaving a project comment on one of the "adoptables" projects. I found this one by putting "adoptables" in the Scratch search box:

Ok, but scratchers sometimes cant think of new charries. What do they do without adoptables? They take days to think up a good one! It took me a week to think up my charries Monsterpoison and Mintfang/blaze. I like adoptables to get new charries. I dont want to take a week to make up each charrie!

Nope. Anyone can remix a project; anyone can use a sprite. You just need to give credit.

People download a certain costume of a sprite (Say a picture of a cat.) from an "Adoption Center" (Project.) and pretty much use it as their own character.
Adoption centers are efficient for people who want furries or any other animal-like character, but not very efficient for people, like me, who want a human character.

Back to the main topic... So you find an open adoptables project. Look through it to find one or two charries you like. Check to see that no one has adopted them... And commemt saying which one you want! You may need to draw it though...

Creative commons. Everything you share is now open for anyone to use if they want. While it is frowned upon, you cant really stop them. Once its shared, it's in public domain.

no it's called remixing when you take someones thing and improve it or take it and use it in another projust but if you don't change anything is stealing.
