BYOB mod
Should I download it? Are there any advantages/disadvantages to it? Will I be able to upload Scratch projects using it? And is it safe?

You should download it if you want to. 
It's perfectly safe, and I don't think you can upload projects to the Scratch Site.
The advantages are that you can build your own blocks.
And there are a few new blocks, most notably in the operators section.
The only disadvantage is that you can't upload projects. 
But even if you could, custom blocks wouldn't work.
And I'm assuming you mean the latest release of BYOB3 which is a mod of Scratch. Not some mod of BYOB.

And is modshare.tk safe? Who's it from? I know you have to use your Scratch password, which makes me hesitant to join.

Jens is working on a Javascript version of BYOB now: http://snap.berkeley.edu/snapsource/snap.html
its a lot faster and the only thing it is missing right now is inheritance.
