Well, to make an app (I don't know how to publish it), you can learn objective-c and use that, or learn HTML5 and use that. I'm not even sure you can publish HTML5 apps, but I know you can make web apps with it.

In mobile safari you have he option to add a web page to the home screen, effectively an "app." With some other optimisations you can disable scrolling and capture multitouch input. You can't directly publish an HTML app, but you can wrap it in iOS's UIWebView function.

Technically, that's not an iOS app, although a few people use it if they don't want to buy a dev license.
The short version is no, there really aren't any app builders out there. The system for making iOS apps was designed so that not anyone can make an app on purpose.

Here is something for beginners, GameSalad. I think it does cost money, but if you go to iD Tech camps, then choose a course called iPhone and iPad Design 1, they use GameSalad.
