Ok, this is my latest operating system (I'll actually get a working version of this one out XD)
The main purpose of this, instead of having a fancy GUI, is to have many commands/applications. Furthermore, it is designed to easily be upgradeable with patches and whatnot, as well as being able to add your own commands very easily. How? It employs different sprites I'll call classes. In 1.0, for instance, there will be a GUI (text) generator, a program library, a virtual filesystem, and the base engine, which parses everything and calls everything else.

Bump
1.0 is put off until 2.0 so it can take advantage of some technologies, like cloud variables custom blocks, and cloning
However, I may end up making a slightly functional version 0.1, and maybe 0.2 and on, until Scratch 2.0 comes out
Also, I may end up creating an OS based on this, but with a GUI
