It is considered generally rude and annoying when people post that they are quitting. No matter what your real intentions are, it always will look like you're just pretending like your about to quit for publicity. Which is quite a sleazy way to get more famous.
Making a project seems more personal, and it shows people who don't know you that you aren't making projects anymore. That is considered a lot less annoying and not rude at all. Then your friends can see and comment on the project as they wish. Instead of people you don't know too well on the forums being annoyed with you.
So it's always better to make a project. If you are leaving, I hope you enjoyed your stay with Scratch, and maybe come again sometime.
