If I were to tell people about my project through the forums would it be spam?

Well, it depends on how.
If you made a thread in the "Show and Tell" section of the forums and/or put a link to your project in your forum signature, that's fine. However, dropping links in random threads is a bad idea.
Everything is better when you add a little cheddar, because when you have cheese your life is at ease
