No one is slacking off, they just don't have something to say. There's a saying "You can lead a horse to water but you can't make it drink" - likewise, you can lead a Scratcher to a forum topic, but you can't force him/her to post in it.

One other reason I've found.
The person was on the family iPad and wanted to say something, but just didn't feel like logging in but was too lazy to walk up a flight of stairs to get to his computer XD

Or you're not the real Ryan Robbins and they know that, so they ignore the trolls.
