See the checkbox at the bottom?

un-check everything except moderators, administrators, and programmers.  Now do this for all your forums, but be sure to have the corrisponding user group.

Then add the programmers to the "Programmers" user group, and so forth.

I can help you do it, because it's a bit complicated.
