Copying

Yes, I am still very new to scratch, but I have a question. Are you allowed to download other peoples work, then edit it and add stuff that you want in, then are you allowed to share it online IF you state that it is "based off" their work? If so, how do you do that?

Thats called "remixing" and it is supported and encouraged. It gives credit automatically.
