Make the character be able to disable the bad guy in a non-violent way.
I.e. if she had "mind powers" she could have the power to make you sleep by controlling your mind. Then she has the police come arrest the sleeping criminal. To add more conflict a helmet could stop the power because it shields her from direct brain access.

Well yes, I got that, but I don't really understand what exactly you mean by that. For instance, is this the sort of thing you mean: a person programs a game in Scratch which comes to life somehow and he has to battle his way through it (I have thought of a lot more detail than that, btw).
Or is that not the sort of thing you mean?
