My project has 25 love-its, but it‘s still behind projects with 24, 23 and 22 love-its. Someone help!
Also, one more thing: To get to the front page at “What the Community is Loving“, the project must be between the Top 12, right?

Love-its that came from the same ip address are discounted. So if I add love-its from my main account and my test account, only one counts. And its top 10.

Not necessarily - while the front page system is designed to showcase only the Top Ten projects, if some of the Top Loved projects are already on the front page in another area (such as Featured) or if a bunch of projects made by the same user hold multiple multiple Top Loved positions, they don't count and the system goes down the list of Top Loved projects until it finds ten projects fitting the criteria for front page.
