A blank When starter

IS that possible? If so, can you make a When that starts if certain things are true that you add.
Example: When <==>

In the original beta release of scratch (before v1), there was a block exactly like what you describe.

It was replaced by
     when greenflag clicked
    forever if <>
        ....

which I think is both less clear and less useful.
