This isn't a bug. The feature that restricted New Scratchers from having signatures wasn't in place in late 2010. Anyone who registered before the feature was added could have a signature, even New Scratchers that registered before this was added.
This user registered and got a signature before the rule was put in place, and since those New Scratchers were still allowed signatures, that's why they have one.

The way they block New Scratchers from having signatures is by replacing the textbox with a message saying they can't have it. This means that whoever had one before that can still show it, but they can't edit it. (Too bad for ESN, because the RKT mod died. But he also stopped Scratching, that i could see.)

Yes, Mokat is aware of this, but before the rule was implemented in 2010 new Scratchers could have had signatures. This is a case of a new Scratcher not becoming a Scratcher due to inactivity, but still having a signature.
