I am against this idea but if they had to do this... They can make a backpage that requires a password, if you are over 13 they send you the password. (Admins and mods can send you messages in private i think) They can store the IP address when someone registers, and if they make a account where they are older then they don't send them the password. The password should be different for everyone else though so that would rule out password sharing. They would have your IP and so if you typed in the wrong password, you couldn't log on for 2 months or something.
