I don't understand what your problem is, exactly. Is it that you downloaded a picture with many images on it, and you want to split the image up into separate costumes? You can do this manually in the scratch paint editor, or more easily with an external program for manipulating images. Scratch does not include any way to split up a single picture automatically into subpictures.
If you can download each costume as a separate picture, you will find it easier to incorporate them into scratch.

The sprite sheet is one large gif. You need to use another program (like Photoshop Elements or gimp) to cut the image into single costumes. Scaling a huge image like that down in Scratch is not a good idea-—you won't have enough resolution left to see the individual images.

Scratch it's self is excellent for cutting out sprites. Just select the bucket tool and instead of picking a colour set it to fill stuff in with blank space. Just blank out the white part surrounding the sprites and they will be nicely cut out.
You will need to find proper sprite sheets though.
Just Google naruto sprite sheets or something like that.

The very large sprite sheet that beebe referred to gets shrunk too much in the Scratch editor for it too be useful without being cut up in an external tool first.
