I've seen a lot of youtubers play Slender and SCP Containment Breach. The two games have ironical simalities that make a very good horror game.
1. Uncertainy. You never know where the enemy is.
2. (taken from Slender) Based on a mythical monster. Makes the game a lot more scary to play.
3. Enviroment. Both are dark and abanoned, and give the player a sense of uncertainy.
4. There is nothing that can distract the player from the game (i.e saves, this is what messed up cry of fear)
5. Randomness. Nothing is scripted as a storyline.
6. A.I. You can never have an advantage over the monster.
7. Realism. Add realistic effects, such as blinking, breathing, and noise making. Like in DayZ.
8. No hope. Don't put hopeful signs in view of the player.
9. Ambience. Keep music to a minimum, but SFX loud.
10. Innovation. Don't make a zombie game or haunted house. Do something new.

I don't exactly play video games, but I've read the manga 'Higurashi When They Cry: Abducted By Demons ARC' which is based off a horror game. Unlike your list, it has a good storyline. I think it would get annoying if a game was too random. Also, in 'Higurashi' the people trying to kill the main characters are his friends, who change from kind classmates to really creepy demon-like people. Keiichi, the main character, thinks that he has hope. If it's clearly no use, why play? Sorry that I don't know much about any horror games. I think that you have a good list going.
