Heya, crabbybuildingblox, and welcome to Scratch!
Check out this Wiki section about animated icons. Basically, you just need to save a gif file and upload it on your my stuff page.

Yeah, but make sure that the gif doesn't take up too much space as there is a limit on how much memory a gif profile pic can have.
If you encounter this problem, try shrinking each image to save space.

Meh, I've never seen that happen, so I don't think it'll be a problem, but if it is, shrink it.

All you have to do is make a GIF (which you can do by making each frame seperately) then upload each image in order. I recommend makeagif.com for this.
Once you've made your GIF, save it to your computer, and make sure it isn't too big as there is a size limit for profile images. Then, upload it to your profile.
If you simply want to use a GIF from the internet, simply save it and then upload it as your profile image.
