That wont work, changing the window of the rating system will not change anything.
Example: If its 1-5 stars, it looks bad to have 1 star.
If its 3-5 stars, it looks bad to have 3 stars.

I do think it's a good idea, but I also think you should need to leave a comment/feedback with a rating, perhaps with a minimum characters, that'd make spotting spammers easy. I don't think an all positive system is a good idea anyway because if you tell someone who's doing something wrong they're going well, they just keep doing it.
While there is the argument that new scratchers could be discouraged, people can comment negatively anyway, and maybe only full scratchers should get star ratings.
A form of currency? Go look in the requests forum, I bet you 1/3 of the post there has "do it and I'll love it 3 of your projects", if anything, the fact "love its" are additive makes the currency idea worse.

That's not the point of Scratch. You can't expect everybody to create projects that appeal to everyone... People here are just learning to program, and encouragement is key.
