Profile >> Personality. In the box, type the URL of the image you want, and encase it in [img][/img] tags.
You cannot link to a picture on your computer. You must first upload it to an approved image sharing site, such as tinypic.com.

Actually, for signature images, you can use whatever uploading site you want.

Just use this code:

Upload your picture to photobucket or imgur, and replace "http://photobucket.com/example_url.png" with the url they give you.
