No, unless you can get one of those people to give you it to you or something.

You can ask the Scratch Team, but they aren't taking anymore testers at the moment.

Well now you can download the Preliminary Version of Scratch 1.4 to test it for bugs. If you get it you should remember to update to the full version of Scratch 1.4 when it comes out.
