I have registered here on scratch in 2011/11 but when I want to create my signature I get this message:
"Signatures are not allowed for New Scratchers. Thanks for being patient and Scratch on!"
Why is that?

To answer both your questions,
You need to become a Scratcher in order to have a signature. This topic can help you get there.
The timezone thing is a glitch that's been around practically forever, there's no way to change it.

There's no exact figure you have to aim for, but just keep going the way you are now and I think you should get there soon.
