Derpy comes from the (made up?) word "derp", which definitely wasn't first used to describe mentally challenged people, but goofy faces, usually with the eyes looking at different directions, like Harakou pointed out.

It's a good show overall, focused on actually giving worthwhile lessons to children and everyone rather than on advertising a line of toys or being plain girly in an attempt to appeal to girls (*cough* *cough* G3[.5] *cough*). Give it a try.
EDIT: And yes, the show does have it's occasional girly scenes (and imo, episodes that are just overall more girly like the S1 one where Rarity makes dresses for the gala, but that may be just me) but they're easy to ignore.
