I'd assume so, but just ask whoever made the sprites if it's OK with them.

Sure, that's fine. Scratch projects are covered under a CC license so you can use the media found in one project and use them in another. Just remember to give credit when credit is due.

Yes, when you upload a project to the Scratch website, it is automatically under the Creative Commons licence which means you can use anything in the project as long as it is not for commercial use and you also release your project under the same licence
