Perhaps the sound might be too soft even when set on 100. I've been using a sound editor to amplify sounds that are difficult to hear.

the only reason you'd ever need super high volume is if you're like playin music for a party or just havin a party on your computer, eventually at 2AM I'll put my gaming headphones on and blast some noisy techno to the point where my ears nearly hurt and then there's bumpin... where you go cruisin and play music so loud the car bumps, I love bumpin... but yeah pretty much those the only reasons you'd have music loud or unless you're emo and you want to feel pain or somethin

I agree with keroro645 and chrischb about all of this. Once I used a sound, but it was too quiet. This annoyed me when I realized that I could not raise the sound higher than 100%. Perhaps you could update this in the next version of Scratch?

That's why I amplify the sound really, really high.
It's kind of funny, the sounds seem to play louder online than when running the project in the Scratch interface. (Anyone else notice this, or is it just my hearing going haywire again?)
