I need a Scratcher to:

To get rid of the weebly logo.
To make a background (neon)

If it is like a different site-hosting site, it may be that you only need the logo if you use one of their templates.

I suggest you take the time to learn HTML and CSS. They're very useful and you have so much more control over the appearance of your site.
