I like superheroes, but I don't care much for the comic books. Almost all the superheroes I know are American or created by Americans. I don't have an issue with this at all. For example, Superman is American, but Valor (a.k.a Monel) is related to Superman, but he has an accent, so he pretends he is from the U.K.
I just want to know if there are any supeheroes that run around in tights made by foreigners. I have heard of a Soviet Superman and seen an episode of a Turkish Superman.

Do you mean superheroes created by people who aren't American, or superheroes who hail from a country other than the United States? Many superheroes, like Superman: Red Son, are from comics written in the US but the character lives/is from a different country.
