When a project gets Marked as "Not for Everyone", notify the author.

Title says all.


So, when a project is "Not for Everyone", it isn't removed, but won't appear in the Front-page. But since you aren't notified when it happens, it's kinda confusing...

Yeah, when the project is removed, the owner gets a notification. Why not when it's marked NFE?
