rules for making proxy accounts

Once I when I was browsing some projects,I came across one that said that the winner of
a contest would get x views,and x favourites.How could the maker of the project promise this without using proxy accounts ?
I really want to know what are the rules for proxy accounts,or even if they are allowed.

Some users have alternate accounts, for testing unfinished projects and other purposes.

The view count doesn't update from the same IP, guys.
I don't think they are encouraged, but i haven't seen them actively discouraged, unless it's to get around a ban.

Many users have alternate and test accounts and the ST seems okay with it, unless you are just using them to get around a ban or to get more loveits, favorites, remixes, etc.

When someone says __ views or something, they usually mean one view on __ projects...
